ReliabilityFirst posts 2025 Draft Business Plan and Budget for 30-day comment

On Thursday, the ReliabilityFirst (RF) Board of Directors approved the organization’s 2025 Draft Business Plan and Budget for publication for 30-day industry comment and release to NERC.

Annually, the Regional Entities are required to develop their Business Plan and Budget for the following year to provide adequate time for the Regional Boards, the NERC Board, and FERC to each approve the documents in succession. NERC and the Regional Entities developed a set of strategic and operating objectives in order to develop their individual Business Plan & Budget with a common foundation. These strategic and operating objectives are set forth in the ERO Enterprise Long Term Strategy. Any unique objectives that apply only to ReliabilityFirst are expressly noted in the Business Plan & Budget. In developing the 2025 Business Plan & Budget, RF management considered the common assumptions, conducted manpower analyses, considered efficiency gains attributable to new processes and maturing systems, and examined projected future workloads.

Highlights of the proposed 2025 Business Plan & Budget (compared to the 2024 document) are as follows:

  • An overall increase in the budget of 6.5%, or $2,048,487
  • An increase in total personnel expenses of 6.6%, or $1,781,146
  • The addition of three full-time employees
  • An overall increase in assessments to Load Serving Entities of 6% over 2024, or $1,628,340
  • An Operating Reserve of $1 million, consistent with the 2024 level
