ReliabilityFirst Regional Criteria are ReliabilityFirst Board approved good utility practice documents which are not reliability standards.  To date, all the Regional Criteria consist of converted ReliabilityFirst Board approved standards with the compliance elements and enforceable language removed (see history of conversion).  As stated in the Process for Developing Regional Criteria document, any future Regional Criteria will be developed using the ReliabilityFirst Standards Development Procedure up until and including ReliabilityFirst Board of Directors approval.  The ReliabilityFirst Standards Committee will serve in oversight role for developing Regional Criteria.
 
ReliabilityFirst Regional Criteria may address issues not within the scope of reliability standards, ReliabilityFirst Regional Criteria may include specific acceptable operating or planning parameters, guides, agreements, protocols or other documents used to enhance the reliability of the regional Bulk Electric System. ReliabilityFirst Regional Criteria will typically provide benefits by promoting more consistent implementation of the NERC reliability standards within the Region.
 
ReliabilityFirst Regional Criteria are not NERC reliability standards, regional reliability standards, or regional variances, and therefore are not enforceable under authority delegated by NERC pursuant to delegation agreements and do not require NERC approval. 
 
ReliabilityFirst has received inquiries regarding auditing and the potential enforcement of Regional Criteria and fill-in-the-blank Reliability Standards that reference Regional Criteria. In an effort to provide clarity, ReliabilityFirst provides the below statement to confirm that it will not audit or enforce Regional Criteria separately or in connection with a fill-in-the-blank Reliability Standard.
